The Ending Notification Act is basically a rule, this rule is to always Private Message (PM) an Administrator (Caius Skywalker or Grand Master Xand) after a thread (topic) your Character had started is ended. This way, we can lock the topics after being notified, if we forget to check the Thread itself. Also, this make it so new members in the future won't get confused with where threads are open that they can get involved in, or where threads are locked, preventing them from joining the old threads.
